They can pretty much do whatever they want on site as long as its within their approved Documented Safety Analysis or DSA. The DSA sets the most conservative accident scenarios so that the radiation dose at tbe site boundary is less than 1 rem. Frankly the first incident posed no risk to public health and safety. So wby are you squawking?
