Since Windows 10, the CPU usage at idle was/is a lot higher than on 8.1. It's always between 8-15%.

The culprit is listed as Cortana Background Task in Device Manager, and some other friends of mine on TeamSpeak this afternoon confirmed their install does the same if Cortana search is enabled. We also noted that the service is making extensive use of the internet, with that one service having uploaded just shy of 3GB of data on my system over a few hours (and it was still going). Friends reported similar results.

I've turned it off, and CPU usage idles at zero as expected. Leads me to speculate over what on earth it's sending to Microsoft, as 3GB is fairly sizable? The constant use on the CPU was hurting performance in games like GTA V too, as it still runs regardless of how busy your PC is. It shouldn't be this resource intensive?"

Reply of auxy: "Cortana is uploading a constant audio stream along with data about all the running processes on your system. Now I personally suspected that Microsoft just discards all of that data. However all of that processing doesn't come free. Welcome to the 21st century."

quoted from: http://techreport.com/forums/viewtopic.php?f=6&t=116041

On a perhaps unrelated note, Ten is apparently listed in Biblical Numerics as (quote) "Testimony; Law and responsiblity" http://asis.com/users/stag/numbtabl.html :lol
