I can only comment on the off duties returning fire at that distance and their assumed (firearm, 9 to 45) they had on them would not have been remotely accurate and would risk striking other windows, and therefore hotel patrons. Although s swat/sniper unit should have gotten there sooner and fired at the shooter. I, too, want to know all of these questions. Good list.
