The shot was through the front window. When the decision to shoot was made the SUV was pointed directly at the officer and accelerating. Maybe she didn't see him right away and started turning but that does not justify driving in a reckless manner with possibility of great bodily harm. Fully justified shooting. She was also intentionally blocking the road to block ICE she knew exactly who they were. At that point she was impeding federal officers...breaking the law and subject to arrest.
