Yuba, CA, Hydro Plant Water “Explosion” Releases 70 Tons of TNT of Energy

This pipe is like 12′ diameter and is 4 miles long. It gets turned off at the dam.

There are very infomed comments on that video. One point made was why the heck did they design it with NO cut-off mechanism for water to the intake pipe in case of this sort of trouble??
Like Oroville Dam no one will be made to pay the piper.
