I really liked this interview with Tom Luongo.
Later in the talk he says the whole scheme may be made up to cause the money-slide to the crooks.
That they make a war as a smoke-screen to hide a crash. That in WWII they built up bad guy (H) to do this then disassembled him all to cover money slide tracks.
