So? It's a standard US Government, Attorney General approved computer use acknowledgement screen. You see it as part of logging in on EVERY US Government system. It was put there to dissuade and properly warn hackers.

DeleteSince your computer is attached to their system, you are thereby giving them the right to grab all the information inside your computer.
It also says that it is for the Government only. You could be breaking a law just by accessing the site.
It is there to encourage a fascist state. Read it with eyes wide open.
