I131 isn't a sign of criticality. Its a fission product sure, uranium spontaneous fissions all the time, even in sea water where it is naturally found. Lets learn the difference between criticality and subcriticality. I ran both a criticality and subcriticality lab in grad school. There is a big big difference.

You need to calculate the number of spontaneous fissions in natural seawater then multiply by the fission fragment fraction of I 131. That will dwarf your faulty analysis. Do you even know about spontaneous fission and the double humped curve for fission products?
