In his own words: He knew EXACTLY how risky this type of research is and once it was banned in this country, he gave the CCP the funding to do it. "The potential risk that the knowledge gained from such research might fall into the hands of those with ill intent." 

He KNEW this and gave the communists the funding to do it. "the research that supported by NIH to address this threat. 

The conduct and the publication of the results of such research has focused considerable public attention on the issue of dual use research namely research that is directed for providing new information critical to the public health but at the same time has the potential for malevolent (having, showing, or arising from intense often vicious ill will) applications ............ 

and the potential risk that the knowledge gained from such research might fall in to the hands of those with ill intent.......at the same time as the risk benefit ratio of such research clearly tips towards the benefiting society
