In 2015, the Department of Energy paid about $650 million in taxpayer funds to energy companies for such suits, according to an analysis by The Litigation Daily of records in the Treasury Department's Judgment Fund database.

The worst part is, the companies deserve every penny. The payments — totaling about $4 billion in the past five years, The Lit Daily found — represent a disgraceful failure of public policy. The suits stem from a deal struck by the feds and power plant owners under the Nuclear Waste Policy Act. Starting in 1983, the plant owners paid the Department of Energy an annual fee, and in return, the government promised to build a secure facility to permanently store their nuclear waste starting Jan. 31, 1998.

The power plant owners dutifully paid their fees. But the government, mired down by not-in-my-backyard politics, isn't remotely close to building any facility.

Future prospects look bleak — the Obama administration in 2010 pulled the plug on a depository in Yucca Mountain, Nevada, and no alternative site has been proposed.

The closest the Energy Department has come is detailed in a blog post in December by Franklin Orr, the undersecretary for science and energy, who said the feds are now moving forward with a "consent-based siting process." That means that "communities, tribes and states, as partners, are comfortable with the location of future storage and disposal facilities before they are constructed."

SO! IMHO, the Bundy Ranch is one thing…Oregon is another…I DO believe the Bundy name and all the good accomplished by standing up to tyranny on the Ranch has been co-opted by TPTB. if not the Koch brothers, then someone else.

Palisades Nuclear Has a Brittle Reactor Steel That Would Crack Wide Open During An Emergency Cooling Operation

They know, and they have known for a long time.  It's called pressurized thermal shock or PTS.

Palisades is one of the worst nuclear plants in the USA.

They often have releases of radiation directly into Lake Michigan.   And they have been listed by the NRC as the the worst plant in the USA susceptible to PTS.    A melt down and/or explosion at Palisades could wipe out Lake Michigan, Chicago, Milwaukee, Green Bay, Gary Indiana, Ann Arbor, Detroit.    Making these area uninhabitable for centuries.

But there is money at stake, Entergy has to make money "for its shareholders". 

Decades ago–really–Palisades was identified by the NRC as being the reactor in the U.S. most vulnerable to Pressurized Thermal Shock (PTS). This nightmare scenario occurs when the reactor pressure vessel has become embrittled by exposure to heat and radiation over many years. When, for whatever reason–a pipe break for example–the reactor loses coolant, it begins to heat up quickly. Left unchecked, it will melt down. But emergency core cooling systems are designed to rush large amounts of cold water into the core and cool it down that way. The problem is that a reactor vessel susceptible to PTS could crack, and all that cooling water would simply drain out and the reactor would melt down. It’s like putting cold water in a hot wine glass.

BWR's (like Fukushima and 32 plants in the USA) have about 10 times the neutron bombardment compared to PWRs.   High energy neutron bombardment is the main causes of the embittlement.

In theory, these old embrittled reactors could be "annealed" which is a heat treatment to get the molecular structure to "relax" and go back to a more regular pattern of elements.   i.e. to look more like it did before the neutrons knocked the microstructures out of whack.   

But annealing is really expensive, maybe $100M to $200M.   It has been done on some reactor in Russia that I know of, so it is possible, just the same problem that all nuclear has....too expensive to also be safe.

VESSELS, STEELS AND SERVICE ENVIRONMENTS

U.S. RPV technology is reasonably representative of the approaches used world-wide. RPVs are massive welded structures, weighing up to 500 tonnes, standing 14 m high by 4.5 m in diameter with a wall thickness up to 20 cm or more. Typical RPV base metals are A302B, A533B plates, or A508 forgings, which are quenched and tempered, low-alloy steels with primarily tempered bainitic microstructures. Typical compositions are C(0.05–0.2%), Mn(0.7–1.6%), Mo(0.4–0.6%), Ni(0.2– 1.4%), Si(0.2–0.6%), and Cr (0.05–0.5%). Multiple-layer submerged arc welds, made of consumable metal wires, join vessel sections. Weld compositions differ from the base metal, and may vary significantly even within the same weld. Following welding, vessels are tempered and stress relieved, typically at about 620±15°C for about 30 h, resulting in as-fabricated yield stress values of about 475±50 MPa. Compositions and microstructures vary on both the macro- and micro-scales. Along with nickel alloying additions, trace impurity copper and phosphorous increase embrittlement. Copper contents are quite high (up to 0.4%) in some early U.S. welds.

Vessels operate at temperatures (Ti) of about 290±30°C and are exposed to a spectrum of neutron energies ranging from less than one to several million electron volts (MeV). High-energy neutrons are the dominant source of embrittlement. The neutron flux (Φ) is defined as the number of neutrons crossing a unit area per unit time (neutrons/m2 -s) and the neutron fluence (Φt) is the flux integrated over time (neutrons/m2). A standard unit of neutron exposure is the Φt greater than 1 MeV (Φt>1). The end-of- life Φt>1 for U.S. PWRs is about 1–3 × 1023 n/m2, and about an order of magnitude lower in BWRs.

So Entergy, to avoid having to anneal Palisades ($100 to $200M) decided to abuse science in order to keep their profit income in place.    They did calculations based on a generic reactor material and that was good enough for the NRC to pretend everything was OK. 

But the real Nuclear Material Scientists understand  that even the best of modeling (calculations)
falls far short of accurately predicting what happens in reality, there are a lot of variables, and some wild cards too.    The reactor vessels are all welded together, and these weld joints can have quite different metallurgy, and quite different ratios of materials between sections even on the same weld.  

Weibull-based statistical procedures can be used, but there is still a lot of variations, and even stochastic results.   Yet  the NRC can rule, based on a model.     This seems typical of late....produce the results you want through a model.

CONCLUSION

Despite progress in predicting irradiation embrittlement and recovery, a number of issues are not fully resolved or quantified. These include the role of product form; the effect of dose rate in the intermediate Φ regime; the maximum effective copper content as a function of details of thermal processing history; the effects of secondary variables and variable combinations currently not, or only crudely, accounted for (e.g., manganese or phosphorus); the magnitude and scatter in the SMF contribution, particularly at high Φt; through-wall attenuation; the potential for forming late-blooming phases in low-copper steels; thermal embrittlement or other new phenomena that might occur at long-times or very high Φt, beyond the current database. Perhaps the most difficult issue is associated with material variability and the inherent uncertainties about the composition and properties of the steels in the RPV itself.

Minimum pressurization-temperature (MPT) curves specify the temperature and pressure limitations for reactor plant operation. They are based on reactor vessel and head stress limitations and the need to preclude reactor vessel and head brittle fracture. Figure 4 shows some pressure-temperature operating curves for a pressurized water reactor (PWR) Primary Coolant System (PCS).
Note that the safe operating region is to the right of the reactor vessel MPT curve. The reactor vessel MPT curve ensures adequate operating margin away from the crack arrest curve discussed above. The curves used by operations also incorporate instrument error to ensure adequate safety margin. Because of the embrittling effects of neutron irradiation, the MPT curve will shift to the right over core life to account for the increased brittleness or decreased ductility. Figure 4 also contains pressurizer and steam generator operating curves. Operating curves may also include surge line and primary coolant pump operating limitations. The MPT relief valve setting prevents exceeding the NDT limit for pressure when the PCS is cold and is set below the lowest limit of the reactor vessel MPT curve.

Hawaii's Whales are Still Missing -- But the Missing Whale Deniers Are Out In Full Force

Not a shred of evidence has been presented to date about the Humpbacks showing up in Hawaii as of January 11, 2016.

The the mass media has sure ramped up to deny the whale story.   They present lies without any backup.  

Now sure, the whales may show up, and I am sure that a good amount will.  

But to pretend that this is "Normal" does not match my 25 years of living in Hawaii, 900 SCUBA dives, hundreds of sailing and boating trips.   AND my particular interest in Whale Watching and photography.

So yes, I am an expert in Hawaii's whales.   And it is very unusual for them to not have showed up at this point, January 11, 2016

Strontium, An Evil One-Two Punch, now EPA Waffles Over Whether to Regulate It

Strontium does nto come out in large quanties in your run of the mill meltdown.    But when strontium burns on concrete, or burns through concrete, 100 times more comes out.  

If you are not familiar with Strontium, I have done quite a bit of work on it.
1) It gives you leukemia
2) Once in your body, it stays forever
3) It has a wicked one-two punch, one of the strongest
4) It accumulates in your bones, next to the red blood cell formation
5) It is highly soluble in water, any that didn't get out in the initial blasts and fires, is being dissolved out by the underground river, as we speak.

Troll Infiltrator to ENENEWS Brought Trumped Up False Charges Against Dana Durnford, And Is Found to Be Jay Cullen

Alright, thats the longest title ever.    I have been trying to create a "perfect article" and with a trip coming up tomorrow, I just need to get the information out there.  

An infiltrator of ENENEWS was masquerading as a real participant.    

This infiltrator was also responsible for bringing false charges of "Stalking" against Dana Durnford, an anti-nuclear activist who devoted his life to documenting the ocean condition and protecting the ocean that he loves.   

The false charges could have put Mr. Durnford in jail for 20 years.   This in itself is a crime.

This infiltrator is paid by the nuclear industry to downplay the damages of radiation and in particular Fukushima.    This is quite easy, being that this same infiltrator is complaining about not having enough funds, and the Nuclear Cartel devotes up to $1.4B per year to "advance their industry".

Who is this criminal who accepts money from nuclear interests, and then brings serious false charges against a well known Youtube Antinuclear Activist, and then participates at ENENEWS to infiltrate and disseminate lies, create confusion.

Mutated Mountain Lion With Teeth Growing Off the Top of Its Head, In Idaho, Where They Are Pushing for More Radiation

What makes this picture of this Idaho Mountain Lion so disgusting is the expected pain and suffering this animal went through before it was "harvested".     I suspect this damaged animal had problems in living and getting enough food and was probably prowling around habitated areas.  

And even more disgusting?   This article was found on the same page as  people in Idaho promoting radiation research at Idaho National Lab a 1995 agreement was reached to stop adding radiation to the INL to mitigate contamination of the water aquifer directly below.   And this quote from a promoter of "vital spent fuel research".   Spent nuclear fuel is the most dirty, most dangerous byproduct of the nuclear energy process.   They want more of it.   Damn the lions, we need jobs!

Within three hours of the attack, the hunter began tracking the mountain lion with the use of hounds and harvested the cat legally that same day. The dog involved in the attack survived.

It is also possible that deformity was a teratoma tumor. These kinds of tumors are composed of tissue from which teeth, hair, and even fingers and toes can develop. They are rare in humans and animals. Biologists from the southeast region of Idaho Fish and Game have never seen anything like this particular deformity before.

It is extremely unlikely to be a teratoma tumor, those dont Usually turn into real and multiple body parts, as opposed to normally they are just weird looking tumors.

The radiation mutation is much more likely.   This cat could have easily traveled from Idaho National Lab to where he was shot, they are both in the lower east side of Idaho.    And that area of the country was also PELTED with Fukushima radiation, as a catalyst.

A Mutation occurs when a DNA gene is damaged or changed in such a way as to alter the genetic message carried by that gene.

A Mutagen is an agent of substance that can bring about a permanent alteration to the physical composition of a DNA gene such that the genetic message is changed.

Once the gene has been damaged or changed the mRNA transcribed from that gene will now carry an altered message.

Spontaneous mutations occur without exposure to any obvious mutagenic agent. Sometimes DNA nucleotides shift without warning to a different chemical form (know as an isomer) which in turn will form a different series of hydrogen bonds with it's partner. This leads to mistakes at the time of DNA replication.

Radiation High energy radiation from a radioactive material or from X-rays is absorbed by the atoms in water molecules surrounding the DNA. This energy is transferred to the electrons which then fly away from the atom. Left behind is a free radical, which is a highly dangerous and highly reactive molecule that attacks the DNA molecule and alters it in many ways.

Radiation can also cause double strand breaks in the DNA molecule, which the cell's repair mechanisms cannot put right.

To the Editor:

It is easy to see the nuclear power industry is desperate. Their latest deception is that running nuclear stations does not contribute to climate change.

Increasingly we see commentaries in newspapers from representatives of the industry asserting that nuclear power is some sort of a green energy. This is nonsense. The entire nuclear fuel cycle from mining and milling uranium, transportation of radioactive materials, uranium enrichment, and fuel fabrication, all involve heavy use of fossil fuels. Constructing nuclear stations is also fossil fuel intensive as are stabilizing and cleaning up nuclear catastrophes (Chernobyl and Fukushima).

Gov. Andrew Cuomo's recent directive that the state Public Service Commission should consider treating nuclear power as renewable electricity is ridiculous. Doing so would retard the much-needed transition to increased conservation and energy efficiency. and safe, renewable electricity sources.

New York is far too heavily dependent on atomic power. Two of the six nuclear stations in New York state are more than 45 years into their operating lives, there others more than 35 years, and the youngest more than 25 years. These are old reactors. To pretend they can be safely operated (and at full power) indefinitely is very dangerous thinking. We have pushed our luck with nuclear power far too long.

The day may come when a nuclear catastrophe somewhere in North America forces the quick and permanent closure of all the nuclear stations in the country. Then what? New York politicians and energy planners will look foolish because suddenly their make-believe high percent of electricity from "renewable" sources will be gone.

Let's invest in safe, renewable electricity, efficiency, and conservation, creating permanent, high paying, desperately needed jobs for New Yorkers instead of further risking everything we have ever built here.

Letter to the Editor -- Nuclear Costs

I speak from education, training, experience in the energy industry.    MSME from University of Michigan, BSME from Northwestern, I have 25 years in the energy industries including being a Certified Energy Manager.

New Nuclear is prohibitively expensive. They are trying to finish 2 new reactors at Vogtle in Georgia. It will be at least $18,000 Million, yes 18 Billion.

Here is the real cost data from Vogtle. Familiarize yourself with facts, it helps the discussion.

Vogtle — will double or triple the cost the ratepayers pay, if the plant ever starts up. But since they are already billing the ratepayers during construction, they are on the hook even if it doesn't start up.

They shut down Kewaunee for "economic reasons". Kewaunee was purchased for $190 million. Yet it wasn't economic to run.

The new nuclear at Vogtle is going to cost almost 100 times what Kewaunee cost. How is it possible that Vogtle can be economic to run?

That doesn't even pass a straight face test.

Contrary to what some are trying to state, there is no "new technology" for dealing with nuclear waste.     It will continue to be a problem for generations to come.    

The $18B Vogtle plant could be replaced with solar PV for the cost of around $4B.    Why have so many been blinded by Science, the lure of the sexy science of nuclear, which was founded on lies out of the gate, and is even more a lie when we see the massive costs necessary to make new nuclear even "pretty safe".    

Nuclear Waste Dump on Shore of Lake Huron to Be Decided by Canadian Minister March 1, 2016

stock here, I have weighed in on this several times.     It seems like if we cannot stop them from putting a long term nuclear waste dump on Lake Huron, maybe it's time to throw in the towel?

On March 1, the Canadian Minister of the Environment will either approve or disapprove Ontario Power Generation’s plan to build a deep geological repository that will store nuclear waste right off the coast of Lake Huron. The Great Lakes make up one-fifth of the world’s supply of fresh water, so many, not just environmental activists, are wondering why a nuclear waste dump located less than one mile from Lake Huron seems like a smart idea.

Ontario Power Generation’s plans assert that the nuclear waste dump will hold the radioactive contents for 100,000 years. Opposition points out that the Great Lakes were only created 12,000 years ago, so the proximity is irresponsible and the alleged lifespan of the repository is unrealistic.
Rep. Candice Miller wants the plans halted for good.

Miller writes in The Times Herald that she has “repeatedly called on the State Department to engage the International Joint Commission to ensure we can stop the proposed project.” Miller points out that millions depend on the Great Lakes for their economic and social livelihoods.
Ontario Power Generation is a corporation owned by the Province of Ontario. The company plans to bury and abandon low and intermediate level radioactive nuclear waste almost directly off the shore of Lake Huron, in the Municipality of Kincardine, Ontario. The nuclear waste dump would have 31 burial caverns that would be located 680 metres below the ground encased in limestone. Intermediate level nuclear wastes remain highly radioactive for over 100,000 years, but Ontario Power Generation’s plans indicate the dump should hold just about that long.
The nuclear waste dump was set to span about 100 acres underground near Lake Huron. After loaded with radioactive junk, the nuclear waste dump will be sealed with a sand/clay mixture and concrete. Then, about a decade later, if no leaks are found, it will no longer be actively monitored. After 300 years, it will be completely abandoned where it will be expected to remain for 100,000 years within easy walking distance of Lake Huron.
Senator Phil Pavlov wrote in the Voice News that more than 90,000 people signed petitions at ProtectLakeHuron.com and StopTheGreatLakesNuclearDump.com trying to stop the nuclear waste dump from ending up on the coast of Lake Huron. Senators Debbie Stabenow and Gary Peters also have strongly opposed the nuclear waste dump plans. U.S. Rep. Dale Kildee, several other state lawmakers, Mike Bradley, the mayor of Sarnia, Ontario, and at least 154 American and Canadian communities oppose the plan. The 154 communities mentioned, representing more than 21 million people, all passed resolutions opposing the plan to bury nuclear waste by the waters of the Great Lakes.
Many hope that the newly elected Prime Minister, Justin Trudeau, and new Environment Minister, Catherine McKenna, will do something to stop the proposed plans from being implemented.
“I will continue to be a vocal critic of this proposal. Tens of millions of United States and Canadian citizens depend on the Great Lakes for drinking water, fisheries, tourism, recreation and other industrial and economic uses,” Pavlov wrote. “Placing a permanent nuclear waste repository in Kincardine could lead to a leak or breach of radioactivity from the facility or to a similar pollution incident, which could severely harm the ecology of the Great Lakes, perhaps permanently. Astonishingly, OPG failed to consider any other sites besides the location near Lake Huron. That decision is remarkably shortsighted and dangerous.”
